Gains and Accomplishments of the Anda CBCRM Project

I. Building and Strengthening People’s Organizations

Four village level peoples organizations composed of men and women were formally established:

    Samahan ng Mangingisda sa Cabungan – Brgy. Cabungan
    Samahang Mulitsektoral ng Carot – Brgy. Carot
    Imbo Multi-sectoral Barangay Organization – IMBO
    Samahang Multi-sektoral sa Tondol – SAMUSETO
II. Capability-building and Leaders 

Two types of capacity-building activities were conducted to enhance the capacities of the local people to manage their organizations and protect their resources: 

ORIENTATION and VALUE FORMATION SEMINARS and ACTIVITIES

    aimed to promote and advocate environmental, socio-economic, political and gender issues to community members
SKILLS TRAINING
    focused on enhancing and developing the knowledge and skills of the members of the organizations in leadership, paralegal actions and organizational and project management
Study tours and exchange visits to other resource management projects within the Lingayen Gulf and other parts of the country

III. Participatory Research and Development of Local Research Partners

To establish the baseline data that will guide the Community Organizers, Participatory Rural Appraisals (PRA) were conducted at the onset of the program in four barangays.

Local Research Partners (LRP) were developed. They were tapped to conduct and implement the PRA and in the process, their skills in needs analysis and organizing are honed.

The PRA activities of Anda CBCRM program did not only provide data on community profiles, resource use and utilization patterns, sustainable livelihood options and institutional/ legal arrangements present in the community but also the identification and development of local leaders.

IV. Project Development for the Establishment of Community-based MicroEnterprise Projects.

Training on Feasibility Studies and Project Proposals makingwere conducted.

Project Proposal outputs from the training were submitted to funding agencies like the National Agricultural and Fisheries Council (NAFC).

Simple bookkeeping and accounting were also conducted to guide the members on the proper systems for financial management.

At present, the organizations are piloting a livelihood project on fish processing and boneless bangus making. The project is already in its second production cycle.

V. Conduct of Resource Assessments and Establishment of Marine Protected Areas

Resource assessment and inventory on mangroves, coral reefs and sea grasses was conducted but in varying degrees of completion for the four barangays. The initial results are presentlt being used for lobbying work.

VI. Advocacy and Networking

Advocacy and close networking with the Sangguniang Bayan passed a Municipal Ordinance for the Marine Protected Area (MPA). 

Fish sanctuaries have been established in Brgy. Carot and Cabungan

A Task Force Amianan was formed to ensure strict law enforcement of fishery laws and intensification of patrolling of municipal waters. It is composed of representatives from the Office of the Mayor, Philippine National Police and government agencies. The Anda Program was instrumental to the formation of this group. At present, the PO s are providing leadership and guidance in terms of pushing for ordinances and stricter monitoring and implementation of the national fishery laws and local fishery ordinances. 

Conduct of International Coastal Clean-up Day for the past two years. Various sectors including the local government units had participated actively in this affair. Environmental education campaigns for elementary and high school students were also conducted to heighten their environmental awareness and involvement in the protection of the fishery and marine resources.

Several training for enhancing the people’s awareness and skills on resource management were facilitated by the program. These are the Fishwardens’ training that produced 28 deputized fishwardens, Coastal Development Plan Orientation, Community Based Forestry Management Orientation and an Ecotourism Workshop.
